In 1980, Walter started his own firm, Chiang and Associates, Inc., in Arlington, Texas. The firm has evolved from an environmental services company to a multidiscipline engineering firm. Walter's long, distinguished engineering career has focused on water quality and treatment technologies, and he is highly regarded for his expertise in treatment processes and operations.
Walter impacts the communities he works with and is highly regarded in professional circles for his knowledge and expertise. He has an unmatched passion for education and is former adjunct faculty member of the Civil Engineering Department at the University of Texas at Arlington. Walter continues to serve on its Civil Engineering Advisory Board and frequently teaches water and wastewater treatment short courses.
Pete joined CP&Y in October 1981. As Chief Executive Officer of the firm, he is responsible for multiple offices, personnel, and projects. He has more than 30 years of management experience and has focused on organizing and implementing complex, multidiscipline projects.
Pete is a success story for small and minority business programs in that he has grown a business within his career to a highly reputable and successful engineering firm and passed on these opportunities to others. He has continuously served as a mentor to hundreds of area engineers and upcoming small business leaders. He was strategic in his success by hiring the best in the industry and providing opportunities for those around him to flourish. He established an early reputation of providing innovative designs and solutions for his clients and community.
As Chief Operating Officer, JJ is blazing new trails for the firm. He is responsible for all operations and marketing efforts for CP&Y. This includes the daily operations of all CP&Y Practice Groups. He joined CP&Y in 1994 as a roadway engineer. In large part due to his attention to detail and can-do attitude, he quickly rose through the ranks to lead the entire CP&Y Transportation Practice, and soon after, was promoted to Chief Operating Officer. JJ values of hard work, leadership and integrity. A former Eagle Scout, he studied at Texas A&M University – a university known for its core values of Excellence, Integrity, Loyalty, Leadership, Respect, and Selfless Service – where he earned a Bachelor of Science degree in Civil Engineering. His zest for life, leadership, spirit and vision are not only contagious, but also provide momentum for the future growth of CP&Y and the enthusiasm shared amongst its employees.
David has served as the Chief Financial Officer for CP&Y since 2003, after joining the company in 1999 as the Director of Finance and Human Resources. David is a registered Certified Public Accountant in Texas. Prior to coming to CP&Y, he worked in finance and accounting capacities in the Oil & Gas and public accounting sectors with a combined total work experience of over 30 years. His areas of focus have included Corporate Finance, Treasury Management, SEC Reporting and Benefits Design & Management.
David's collegiate background is comprised of graduate studies at the University of Texas at Arlington and undergraduate work at Midwestern State University. David is a member of the Texas Society of CPA's, has completed the CMBA program of the University of Texas McCombs School of Business and has served as Finance Director for his church.
As CP&Y's Public Works Director, Bob concentrates on the strategic growth of the firm's Public Works Infrastructure services for local governments throughout Texas. Bob's 48 years of experience in the Public Works industry makes him successful at overseeing the firm's new line of infrastructure services which include architectural design, land surveying, and subsurface utility engineering.
His heavy involvement in the management, design, and construction of roadway and drainage facilities, water and wastewater utilities, and major site development projects speak to his dedication to keep the work client-focused. His work has received recognition and awards from the Water & Wastes Digest, the American Water Works Association, and the American Public Works Association.
Jeremy has been a leader and advocate for transportation throughout his career. He has been with CP&Y since 2009 and oversees CP&Y's transportation efforts and was recently appointed to the board of directors. He is responsible for the overall growth and profitability of the transportation practice nationally. In his leadership position, Jeremy helps develop the strategic growth plan for the company.
Jeremy is dedicated to the industry and is committed to serve as a leader in organizations that promote the engineering profession and serve to restore, build, and promote transportation through legislative advocacy for funding and protecting transportation revenue.
Mike has been with CP&Y his entire career, since 1990. Mike received his Bachelor of Science degree in Civil Engineering from the University of Texas – Arlington. He is the Aviation, Transit, Construction Management director which also includes Design-Build. He has led the development of the Aviation Department, which has been successful in participating in a broad range of airport projects in Texas and Virginia.
Mike has also been developing CP&Y's Design-Build portfolio. His first assignment was the Water Control Center in Garland Texas. The project was completed on time and within budget and won the Engineering Excellence Award, 1st Place, awarded by the Texas Council of Engineering Companies. With the Design-Build project delivery method becoming more popular in Texas, Oklahoma, and Virginia, CP&Y looks forward to continue to build this market segment.
Vince has practiced engineering and consulted in the Texas Public Works arena including design and construction of private and public development projects. His experience includes strategic planning, environmental, drainage, GIS, vertical and horizontal design and construction of public and private development projects.
Vince served as a Brigadier General in the US Air Force Reserve and graduated from the Air Force Academy with a B.S. in Civil Engineering, and from the University of Texas at Austin with a M.S. in Engineering. He served the City of Mesquite for over 9 years developing the city’s parallel design review process for major private development projects.
Marisa has been a leader for water efforts at CP&Y since she came to the firm in 1996. Marisa specializes in water, reuse, and wastewater treatment and municipal projects. She has managed conceptual, preliminary, and final designs for construction projects totaling more than $350 million. She was voted by ENR Texas & Louisiana magazine as one of the Top 20 Under 40 Engineering Professionals in 2013.
Her latest successfully completed project, the Dos Rios Water Recycling Center Tertiary Filter Improvement project for San Antonio Water System won the American Council of Engineering Companies National Grand Award as well as the Gold Medal at the state level. She continues to help CP&Y develop strategic, long-range plans that are innovative, cost-effective, and sustainable in response to evolving regulations for our clients.
In his role as Vice President and Director of Client Services, Bobby oversees the firm's client strategy and new market development. He helps the management team and practice leaders execute their vision for growth. Bobby works with each practice and service group to assure that their goals align with CP&Y's corporate vision as well as assuring that practice resources are utilized to their full potential.
With 30 years of multi-discipline experience in civil engineering for public and private sectors, he has held positions as Director of Public Works/City Engineer for the Texas cities of McAllen, South Padre Island, and Brownsville. He has held the title of Program Manager for 10 years for large public works infrastructure projects on the private consulting side. In 2011, Bobby was appointed to the Texas Board of Professional Engineers where he currently serves as Vice Chairman. Graduating from Texas A&M University, Bobby sits on the Texas A&M University Civil Engineering Advisory Council where he lends his expertise and guidance in helping the college advance its program, maintain its status as one of the top engineering programs in the country and prepare the next generation of engineering leaders.
