Walter Chiang, PE | Board Member & Founder

In 1980, Walter started his own firm, Chiang and Associates, Inc., in Arlington, Texas. The firm has evolved from an environmental services company to a multidiscipline engineering firm. Walter's long, distinguished engineering career has focused on water quality and treatment technologies, and he is highly regarded for his expertise in treatment processes and operations.


Walter impacts the communities he works with and is highly regarded in professional circles for his knowledge and expertise. He has an unmatched passion for education and is former adjunct faculty member of the Civil Engineering Department at the University of Texas at Arlington. Walter continues to serve on its Civil Engineering Advisory Board and frequently teaches water and wastewater treatment short courses.


Pete Patel, PE | Board Member & Chief Executive Officer

Pete joined CP&Y in October 1981. As Chief Executive Officer of the firm, he is responsible for multiple offices, personnel, and projects. He has more than 30 years of management experience and has focused on organizing and implementing complex, multidiscipline projects. 


Pete is a success story for small and minority business programs in that he has grown a business within his career to a highly reputable and successful engineering firm and passed on these opportunities to others. He has continuously served as a mentor to hundreds of area engineers and upcoming small business leaders. He was strategic in his success by hiring the best in the industry and providing opportunities for those around him to flourish. He established an early reputation of providing innovative designs and solutions for his clients and community.


JJ Roohms, PE | Board Member & Chief Operating Officer 

As CP&Y's Chief Operating Officer, JJ leads the way for expansion and continued success for our firm, overseeing all operations efforts. After joining the firm in 1994 as a roadway engineer, he quickly rose through the ranks to lead our Transportation Practice, and soon after was promoted to Chief Operating Officer. 

An Eagle Scout and proud graduate of Texas A&M University (BS, Civil Engineering, 1993), JJ continually strives to exemplify the six core values of his alma mater: Excellence, Integrity, Loyalty, Leadership, Respect, and Selfless Service. JJ's natural leadership abilities, complemented by his contagious spirit and vision, inspire momentum for the growth of the firm and instill enthusiasm in CP&Y’s employee-owners driving CP&Y to success. 


David Hays, CPA | Board Member & Chief Financial Officer

David has served as the Chief Financial Officer for CP&Y since 2003, after joining the company in 1999 as the Director of Finance and Human Resources. David is a registered Certified Public Accountant in Texas. Prior to coming to CP&Y, he worked in finance and accounting capacities in the Oil & Gas and public accounting sectors with a combined total work experience of  over 30 years. His areas of focus have included Corporate Finance, Treasury Management, SEC Reporting and Benefits Design & Management.


David's collegiate background is comprised of graduate studies at the University of Texas at Arlington and undergraduate work at Midwestern State University. David is a member of the Texas Society of CPA's, has completed the CMBA program of the University of Texas McCombs School of Business and has served as Finance Director for his church.

Shane Wade, PE, ASQ CMQ/OE | Vice President & Director of Operations

As Director of Operations, Shane works directly with our core leadership team and is responsible for overseeing the firm’s daily operations across all service groups and offices. His certification as a Manager of Quality and Organizational Excellence is backed by a reputation for delivering profitable, client-focused results. Shane has spent his career handling all aspects of project performance, project management, and strategic business planning.


Shane’s ability to listen and connect with clients and teammates has allowed him to serve in numerous operational, management, and leadership roles over the last two decades. His multi-disciplinary experience with the delivery of projects from inception through completion has given him a clear understanding of the challenges faced by our project teams.

Robin Handel, PE | Senior Vice President & Transportation

Since joining CP&Y in 1995, Robin has been instrumental in building CP&Y’s transportation suite of services. Robin helps mentor and lead our staff in the development of innovative solutions to our client’s complex transportation needs, working heavily with DOTs and tollway authorities to improve infrastructure. He works directly with our management team to ensure cohesion and collaboration across offices in our transportation efforts.


Robin’s role includes serving as Project Principal and Senior Project Manager on a wide variety of projects ranging from urban and rural roadways to complex, multilevel interchanges. His attention to detail and drive to exceed client expectations has allowed him to help lead our team in becoming one of the premier transportation firms in the region.


Bob Wallace, PE, RLS | Board Member & Director of Public Works

As CP&Y's Public Works Director, Bob concentrates on the strategic growth of the firm's Public Works Infrastructure services for local governments throughout Texas.   Bob's 48 years of experience in the Public Works industry makes him successful at overseeing the firm's new line of infrastructure services which include architectural design, land surveying, and subsurface utility engineering.

His heavy involvement in the management, design, and construction of roadway and drainage facilities, water and wastewater utilities, and major site development projects speak to his dedication to keep the work client-focused.  His work has received recognition and awards from the Water & Wastes Digest, the American Water Works Association, and the American Public Works Association.


Jeremy Boswell, PE | Board Member & Director of Transportation

Jeremy has been a leader and advocate for transportation throughout his career. He has been with CP&Y since 2009 and  oversees CP&Y's transportation efforts and was recently appointed to the board of directors. He is responsible for the overall growth and profitability of the transportation practice nationally. In his leadership position, Jeremy helps develop the strategic growth plan for the company.


Jeremy is dedicated to the industry and is committed to serve as a leader in organizations that promote the engineering profession and serve to restore, build, and promote transportation through legislative advocacy for funding and protecting transportation revenue.


John Minahan, PE Vice President & Director of Water  

John is a successful leader in program and project management specializing in engineering design and construction, water resources, and environmental protection. John came to CP&Y in 2016 to lead and expand our program management efforts. With his 30 years of experience and water background, John now leads our Water Practice.


John is passionate about serving CP&Y’s clients to promote the sustainable use of water resources and helping communities thrive. He previously served as the Commander of the Ft. Worth District of The US Army Corps of Engineers as well as the Engineer and Operations Division Chief at Ft. Bliss. John helps CP&Y continue to grow by providing strategic leadership for major regional projects.    


Marisa Vergara, PE | Board Member & Senior Vice President

Marisa has been a leader for water efforts at CP&Y since she came to the firm in 1996.  Marisa specializes in water, reuse, and wastewater treatment and municipal projects.  She has managed conceptual, preliminary, and final designs for construction projects totaling more than $350 million. She was voted by ENR Texas & Louisiana magazine as one of the Top 20 Under 40 Engineering Professionals in 2013. 


Her latest successfully completed project, the Dos Rios Water Recycling Center Tertiary Filter Improvement project for San Antonio Water System won the American Council of Engineering Companies National Grand Award as well as the Gold Medal at the state level.  She continues to help CP&Y develop strategic, long-range plans that are innovative, cost-effective, and sustainable in response to evolving regulations for our clients.
