Solid Waste
CP&Y resolves our clients existing environmental issues and minimizes future impacts through responsible planning and design. Over the past two decades, we’ve helped numerous municipalities, industries, river authorities, and governmental agencies implement cost-effective, earth-friendly solutions for enviromentally- challenged projects such as solid waste management and hazardous waste disposal. We’ve paired our environmental and civil engineers to accomplish successful planning, permitting, design and construction projects.
 
North Texas Municipal Water District - Lookout Transfer Station, Richardson, Texas
CP&Y prepared a Master Plan for the development of an existing facility site and adjacent properties located at the intersection of Lookout Drive and Owens Boulevard in Richardson, Texas. The Master Plan included
solid waste facilities such as a transfer station, citizen collection station, and brush management. CP&Y was responsible for all permitting activities for the transfer station with the Texas Commission on Environmental Quality.
City of Dallas - Enhanced Leachate Recirculation at McCommas Bluff Landfill, Dallas, Texas
CP&Y assisted the city of Dallas with the development of the first bioreactor project in the State of Texas on a portion of the McCommas Bluff Landfill. The project consisted of developing a conceptual design,
evaluation of various development alternatives, and coordination with the exisitng operator of the landfill gas extraction system. CP&Y prepared the documents necessary for a Facility Permit Modification from TCEQ and provided direct liaison with the TCEQ staff.
 
City of Irving - Hunter Ferrell Landfill, Irving, Texas
CP&Y was responsible for preparing an updated site operating plan for the Hunter Ferrell Landfill. CP&Y is currently determining the facilities necessary for expansion and future operation and will prepare detailed plans and specifications for a new maintenance facility and fueling facilities to serve the landfill equipment and a new citizen collection station at the landfill site.
 
Solid Waste Transfer Station Upgrade Design, University Park, Texas
CP&Y performed a facility evaluation to determine the need for upgrade, modification, repair, and/or maintenance of the existing solid waste transfer station and presented it to the city staff for prioritization. CP&Y designed the selected improvements, produced the contract documents, and provided construction phase services to the city.
 
Collin County Solid Waste Management Plan, Collin County, Texas
CP&Y worked with Collin County to evaluate alternatives to minimize illegal dumping of solid waste in the rural areas of the county. Data was collected through surveys of county employees, waste haulers operating in the county, and private citizens. A solid waste management plan was developed by CP&Y to establish methods to provide economic collection of solid waste in the unincorporated areas of the county. This plan included collection alternatives, financial alternatives, and implementation alternatives.
