CP&Y Welcomes Tom Entsminger as Funding Specialist


CP&Y, an STV Company, welcomes Tom Entsminger as Funding Specialist to our Water Practice in Austin. Tom brings over 13 years of experience in developing and administering public financial assistance programs.


Tom’s unique funding expertise will offer clients valuable opportunities to help minimize the cost of financing their infrastructure projects by securing grants and low-cost loans through public financing options. He has been directly involved with the development and administration of multiple funding programs available to Texas water and wastewater utilities through agencies such as the Texas Water Development Board (TWDB) and the Texas Department of Agriculture (TDA). Tom is highly experienced with funding for disaster recovery projects, water supply projects serving anticipated future demand, and projects that serve economically distressed communities. His background also includes experience as a grant writer, which combines with his knowledge of funding administration to help clients find and obtain the best outcome for their community.

Tom’s experience can help our clients:


  • Develop application strategies (how much, from whom, and when)

  • Navigate eligibilities, funding sources, deadlines, and documentation requirements for state and federal funding

  • Seek and obtain assistance through Texas Water Development Board (TWDB) programs

  • Pursue and acquire aid through Community Development Block Grant (CDBG) programs

  • Understand and prepare for the programs and processes associated with disaster recovery funding


Tom graduated from the University of Texas at El Paso with a Bachelor of Arts in Philosophy.
