Partner Spotlight - Terry McCoy!


Terry brings over 30 years of statewide transportation experience including Texas Department of Transportation (TxDOT) leadership roles, such as Area Engineer, Director of Transportation Planning and Development, and Deputy District Engineer. His career experience culminated in Terry taking the reins as District Engineer for TxDOT’s Austin District in January 2016. In his positions, Terry has marshalled a full spectrum of development and implementation phases for a multitude of diverse projects, plans, and programs.

Project highlights for Terry include:

• Environmental clearance, funding, and initiation of Design-Build Developer

procurement for the Oakhill Parkway project on US 290.

• Continuing development and significant implementation for the multi-billion-

dollar, comprehensive IH-35 program in Williamson, Travis, and Hays Counties.

Widescale enhancements for regional Traffic Management Systems.

• Cooperative funding plans and agreements for the US 183 North and US

290/SH 130 flyovers projects with the Central Texas Regional Mobility

Authority, the Loop 360 corridor with the City of Austin, and the FM 110

corridor with Hays County.

• SH 130 expansion construction and Central Texas Toll System planning

underway with system funding.

• The complete reconstruction of the 1,200-foot RM 2900 Bridge in Kingsland,

Texas in only eight months from flood event to full restoration of traffic.

Throughout his career, Terry has partnered effectively with a wide range of stakeholders, agencies, state and local-elected officials, developers, and contractors to improve transportation, safety, and the quality of life for all Texans.

In his new role for CP&Y, Terry will focus on expanding our partnership with TxDOT, as well as enhancing relationships with municipal and county clients. As a trusted advisor, he brings a wealth of industry knowledge and will collaborate with partners to help align business opportunities. Terry’s reputation has been built on providing outstanding service through cooperation, innovation, and responsiveness for both the public and private sectors.

In 2013, as a pivotal industry leader and in recognition of outstanding contributions to the field of transportation in the State of Texas, Terry joined the coveted list of only 38 individuals who have received the Luther DeBerry Award since 1981. Terry also received the Women’s Transportation Seminar Heart of Texas Chapter Honorable Ray LaHood Man of the Year Award in 2017.
