CP&Y Welcomes Luis Cuellar as South Texas Municipal Market Lead


CP&Y, an STV Company, is pleased to announce that Luis Cuellar, PE, has joined the firm as Vice President and Municipal Market Lead. As a public works expert, Luis will lead the firm’s municipal work in the South Texas region.


Luis brings 26 years of consulting experience in planning, design, and construction-phase services for a wide range of civil infrastructure projects. He has successfully provided roadway, water, wastewater and drainage projects in Bexar County and other municipalities in Central and East Texas. He has served area clients’ as an extension off and has worked directly with Councils, City Administrators, and Directors of Public Works. His strong technical skills in roadway design, stormwater system design, water and sewer pipeline design, drainage and water modeling, and master infrastructure planning have been learned through his years of project design and management.


At CP&Y, Luis will focus on building out the firm’s municipal practice, providing a full suite of engineering services in public works.

With his broad perspective having served as a consultant city engineer to dozens of cities throughout the South Texas region, Luis provides clients with a holistic view of projects in municipalities and cities,” said Marisa Vergara, CP&Y’s Water Practice Director. “He helps clients navigate through a myriad of challenges, ensuring a comprehensive approach and applying an enterprise-style lens to client service.”


Luis received a Bachelor of Science in Civil Engineering from the University of Texas at San Antonio. He was also one of the founding Board Members of the South Central Chapter of the North American Society for Trenchless Technology (NASTT), and a former President of the Texas American Public Works Association (TPWA) San Antonio Chapter.
